In ESLint v9, we must have only one configuration file.

Some dependencies don't support officially ESLint v9, but it works 😊

This PR is very large and also include additional changes. It may be split as done with process-analytics/bpmn-visualization-addons#376 and process-analytics/bpmn-visualization-addons#375
