chore(scaffoldia): remove duplicated repo-batcher tree

[hyperpolymath]

Removes scaffoldia/repo-batcher/ (61 files) — a stale duplicate of the canonical reposystem/scaffoldia/repo-batcher/.

Owner decision reposystem#53 (2026-05-18): reposystem is canonical for repo-batcher (kept; V→Zig port tracked reposystem#56). This copy carried the same pre-port V docs and would only diverge.

Dep-checked: git grep finds no reference to the tree anywhere else in developer-ecosystem; scaffoldia/ and its other members are untouched. History preserves the bytes.
