chore(scaffoldia): remove duplicated repo-batcher tree (#71)

Removes `scaffoldia/repo-batcher/` (61 files) — a stale duplicate of the
canonical `reposystem/scaffoldia/repo-batcher/`.

Owner decision **reposystem#53** (2026-05-18): reposystem is canonical
for repo-batcher (kept; V→Zig port tracked reposystem#56). This copy
carried the same pre-port V docs and would only diverge.

Dep-checked: `git grep` finds **no** reference to the tree anywhere else
in developer-ecosystem; `scaffoldia/` and its other members are
untouched. History preserves the bytes.
