Prepare development of Eclipse 4.39.
This includes:

  • Updating the version of the Maven parent, all references to it and the Eclipse products to 4.39
  • Updating the release version to 4.39 across build scripts
  • Updating the previous release version to the current Release-Candidate: S-4.38RC2-202511262330

I have no more time to complete this today and to perform all the follow-up steps, but will continue tomorrow to open the new dev-stream.

Changes look fine.
Submitting this even without a successful build in the anticipation that it will work when all sub-modules are prepared.
