What does this PR do? What is the motivation?

Clarity improvements to the Database Monitoring setup page for Amazon RDS Postgres.

  • Split the parameters table into Required and Optional sections
  • Added explicit ### Create the explain plan function heading (was orphaned after version tabs)
  • Fixed the Postgres 9.6 "Verify" tab — it was identical to the ≥10 tab; now correctly uses function forms required for 9.6
  • Renamed verification sections for consistency: "Verify database permissions" and "Verify Agent setup"
  • Simplified the "Grant the Agent access" intro paragraph
  • Removed "Please" from the IAM authentication note
  • Fixed passive voice in auto_explain section
  • Fixed front matter typo: "Documenation" → "Documentation"
  • Added missing period to Troubleshooting sentence
