Move type reference table and scope tables (module/functional/feature) from Commit Messages section to Pull Request Guidelines section
Keep a simplified type list in Commit Messages with a cross-reference link

Test plan

Verify CONTRIBUTING.md renders correctly on GitHub
Verify TOC links work properly
