fix(app): allow clearing brand color and remove background check label

Summary:

• allow empty trust portal brand color to save as a reset to default branding
• keep invalid partial hex colors blocked from persistence
• remove the background-check card label: Logs a compliance exception
• add regression coverage for clearing/invalid brand colors and the removed background-check label
