Adds Organization.deviceAgentStepEnabled and Organization.securityTrainingStepEnabled (with DB migration) and introduces a new Settings �Portal� page that lets admins toggle these flags via new server actions.

Updates employee-facing experiences to respect these toggles: EmployeeTasks and the portal task list conditionally hide steps/show “managed outside of Comp AI” messaging, the people dashboard completion chart and training-video fetching skip training when disabled, and the portal shows an “all set” state when all enabled tasks are complete.

Updates Trigger.dev deploy workflows to build packages/email and adds a Trigger.dev build extension (emailExtension) to resolve @trycompai/email workspace imports and copy its dist into the deployment bundle.
