The Titanium CLI dropped support for "plugins" during the v7 refactor. The CLI does still support "hooks" and the path.hooks config setting which is how Alloy is loaded. Plugins were either loaded via the paths.plugins CLI config option (or the tiapp.xml), however there were a few places related to the CLI config that didn't get cleaned up.
