Add troubleshooting section for Windows users experiencing timeout issues. Setting PYTHONIOENCODING=utf-8 fixes character encoding problems that can cause the server to timeout on Windows systems. Fixes #65 Co-authored-by: Ola Hungerford <olaservo@users.noreply.github.com>
