FYI: This passes except for the fact this isn't a spec version bump. Since the change is not in the spec and only the workflow runner's tests, I'm going to bypass this. |

This should fix the issue with https://github.com/theupdateframework/specification/actions/runs/21183276150/job/61153462899?pr=314.
I also bumped the Python versions since
3.10will lose support later this year.
