This change adds a how-to for evaluating policies with SI. It also re-organizes the eight how-tos alphabetically, flattens the structure (no more nested VPC how-tos), and adds missing ones to the sidebar and the index. Signed-off-by: Nick Gerace <nick@systeminit.com>
