Explanation: swiftinterface printing of accessors with
@_lifetimeannotations and inferred lifetime dependencies were incorrectly guarded by LifetimeDependence feature flag in addition to Lifetimes feature flag which can make such declarations unavailable in client modules. This PR addresses this issue.Issue: rdar://165010670
