This brings OVN 24.03.8 which includes fix [1]. Related Neutron bug report at [2]. As we're using custom COPR repo for Rocky10 OVN 24.03, OVN package for Rocky10 needs to be built separately. [1] ovn-org/ovn@05005d6 [2] https://bugs.launchpad.net/neutron/+bug/2146769
The OVN packages used by OVN containers are bumped to 24.03.8.

This pull request updates the CentOS Stream 9 NFV Open vSwitch repository versions and introduces a new ovn image tag override for rocky-9. To prevent potential lookup failures or KeyError exceptions during deployment, it is recommended to also define the ovn image tags for the other supported distributions, rocky-10 and ubuntu-noble.

OVN 24.03.8 [1] brings bug fix for [2] which caused Neutron bug [3] before.
As we use custom built OVN 24.03 for Rocky 10 at [4], we'll need an update for Rocky 10 separately.
