docs: updates outmoded links and standardizes markdown links

Summary

None of these were 404'ing, as the actual url is not case sensitive and/or we have redirects, but they are noise for our internal check for broken links

(the internal check is flakey, hence why this is a part 2. it wasn't picking up some of these in the first pass)

There were also some HTML links remaining in the japanese md files, these are now converted.
