Pull request overview
This PR adds the ability to send silent Discord notifications for test failures by conditionally setting Discord message flags based on the workflow name. When the "Test Failure Notification" workflow fails, the notification is sent with the suppress notifications flag (4096), preventing pings to mentioned roles.
