On other projects I've noticed that clang reports a slightly different list of warnings than gcc. Add a Github Actions job to build libseccomp with clang.

Coverage Status

coverage: 89.046%. remained the same
when pulling 1ca2c6e on drakenclimber:clang
into e7e633c on seccomp:main.

Merged the first patch in the PR (checkout version bump) via e7e633c.

Add a Github Actions jobs to build libseccomp with clang rather than
gcc.
