Switches ARMv8-R, ARMv7-A and ARMv7-R to use stable Rust now all targets are available from rustup.

Also swaps pxa250 for arm926 because QEMU has deprecated PXA250 support.

Closes #96

Rust 1.92 ships Tier 2 support for armv8r-none-eabihf, armv7r-none-eabi and armv7a-none-eabihf.

We still have to build armv4t, armv5te, thumbv4t and thumbv5te with nightly, which we now do with RUSTC_BOOTSTRAP.
There is no other ARMv4T (ARM7) CPU, so let's just use an ARMv5TE CPU (ARM926) to test the ARMv4T target.

Targets weren't added until 1.92
