This pull request introduces a new EthDebug annotation tool to the project.
The tools allow creating EthDebug data for existing compilation units.
This can be used as a testing utility while EthDebug is not yet fully supported by
solc, and as a backwards-compatibility layer for tools that depend on EthDebug data.
