Remove Art Supply Reimbursement Form

What is the goal of this PR and why is this important?

This PR removes the Art Supply Reimbursement Form from the application as requested by the customer. The form is no longer needed and cannot be downloaded anyway, so it should be removed from the database.

How did you approach the change?

• Located the "Art Supply Reimbursement Form" (resource ID 872) in the database seed file db/init/02_awbw_dml_only.sql
• Removed the complete resource entry from the SQL INSERT statement on line 397
• Verified the SQL syntax remains correct after removal (resource 870 now directly connects to resource 873)
• Confirmed no other references to this form exist elsewhere in the codebase

The change is minimal and surgical - only the specific resource entry was removed from the database seed file. The SQL structure was verified to ensure proper comma-separated values with no syntax errors.

Done! I've removed the Art Supply Reimbursement Form (resource ID 872) from the database seed file. The form has been completely removed from db/init/02_awbw_dml_only.sql and there are no other references to it in the codebase.
