    KeyError: 'backrefs'

This is pradyunsg/sphinx-inline-tabs#51, "Docutils 0.22 compatibility". Until that is merged and released, the solution is to downgrade docutils to 0.21.

The PR has been merged and released, and I've created #9346 to revert this.
