Let's sort out the eol/unsupported python versions

Let's drop the eol pythons
They aren't avaliable on recent builds

and testing against pytest 4, 5, 6, 7? seems silly.
I've left 4,5,6,7 in there for now
But removed testing against Python 3.7 and 3.8

Added Python 3.13 and 3.14 to tox.ini.
But held off on 3.14 on test.yml
