These are the docstring and test changes that I was able to salvage from #11076. @dcherian suggested that we wait for a full year (aka August 2026) before actually changing the default setting.

This PR makes no user-facing changes, the goal is just to make it easier to flip the switch in the future.

looks good to me, just a few comments on the docstring changes (most of which I appear to have forgotten to submit last week)
