(feat) Move Classifier status to ClassifierReports#471

Currently, each classifier instance contains list of matching clusters, status for each matching cluster and more. Since classifier instances are deployed to any managed cluster (there is no cluster selector), this limits the number of clusters Sveltos can manage to 1K to 2K. Above that, the size of a Classifier instance status would reach the max size. Since for every Classifier instance and managed cluster pair there is a ClassifierReport instance, the per cluster status is moved from the classifier status to the classifierReport status. This PR also adds an init container which will take care of the migration.
