This PR includes three patches:

  1. Dependencies bump: copy of openstack-k8s-operators dependency bump branch: main #297
  2. Update of kuttl tests to fix finalizers for MariaDBAccount secrets according to the change in mariadb-operator patch openstack-k8s-operators/mariadb-operator@af80f46
  3. Pin the container image for go-toolset until https://issues.redhat.com/browse/RHEL-128838 is fixed

Update the expected finalizers for watcher-db-secret in kuttl
46ed2f8 
A change in the mariadb-operator has changed the finalizers added to the
MariaDBAccount secrets to be `mariadbaccount` [1].

This patch is updating the kuttl tests.

Pin ubi9/go-toolset container image
2b1c8cc 
There is an issue with the latest image which can not be pulled in
CentOS10 systems [1]. Until it is fixed, let's pin to the previous
container image tag.
