Pining go toolset image to 1.24.6-1762230058 to workaround this issue: https://issues.redhat.com/browse/RHEL-128838

Depends-On: openstack-k8s-operators/openstack-operator#1697

Pining go toolset image to latest 9.6 ubi tag to match operator base image (ubi-minimal:9.6).

Existing tag (1.24) was pulling the latest 1.24 tag (1.24.6), which is now based on ubi 9.7, which is not FIPS compliant.

Looks like some issue with versioning
I'm going to try and get more information with this change: infrawatch/feature-verification-tests#325

recheck functional-tests-osp18 job passed on a different PR. The issue might have been fixed somewhere else.
