Closes: OCPBUGS-65645

- What I did
This adds a validation check after the extension install function is called to check that the expected packages do exist on a node. This will highlight previously silent failures where extensions seemed to install correctly from an MCP-level view, but debugging in a node highlighted that existing packages actually did not exist.

Note that the work for this bug fix was heavily assisted by Cursor, as noted in the code comments.
