CORS-4076: bump capa version to support dualstack network infrastructure

This PR bumps the version of cluster-api-provider-aws (CAPA) to support dualstack network infrastructure. For more contexts, please see kubernetes-sigs/cluster-api-provider-aws#5603.

This is part 1 of CORS-4076 to vendor new CAPA version. Part 2 will focus on populating the new IPv6 fields.
