Move out most of the APIs to OPI. Keep some of it local for the compatibility of some of the VSPs.

Use extracted OPI APIs through forks

All but the nfapi now relies on OPI repo. Currently a fork, until the
changes are merged into the official repo. The Intel IPU plugin is
also forked for the same reason.
