Upgrades seqkit from 2.2.0 (released in March 2022) to 2.10.1 (release in August 2025).

Briefly skimmed the SeqKit changelog and didn't notice anything potentially breaking for existing usage in Augur. I'm less familiar with existing usage of csvtk, but skimmed the changelog and it also seems fine.

Description of proposed changes
Upgrades csvtk and seqkit to latest releases. For csvtk, the newer release provides the
mutate3subcommand which has better behavior with date expressions thanmutate2. For seqkit, the newer release reflects 3 years of bug fixes and features since 2022.Related issue(s)
