Admin: ACL Rights improvement

I was getting bored of editing permissions in ACL.xml, so I decided it was time to add a bit of love to the ACL editing panel in the Admin Panel.

I think is good and can be useful for others players

Added the buttons:

• "Set Right" to set the permission to true
• "Remove Right" to set the permission to false
• "Delete Right" to remove the permission entirely

If you see any improvements that could be applied, they are more than welcome :)

The improvements should be applied to admin2 instead of the admin,

Admin2 is very good, but most new servers or at least the ones I come across are still using the first version, myself included. In the end, it the version that comes enabled by default in MTA

admin1 is still default because admin2 is not ready 😅
