fix: improve watchdown logics

Description

This PR is multi-fold trying to fix some issues found in the watchdog:

• There was a bug which, when loading models and saving again setting would prevent the watchdog to start again. This is because we were starting with a new watchdog and not retaining any state across wd's (now, we save a state and we restore it when starting a new watchdog)
• We were using some time.Sleeps, these have been refactored into a channel to proper wait shutdown between watchdogs
• Some runtime settings were not being read and were not persisting across reboots
