This addresses both RUBY-3563 and RUBY-3570 by syncing all the URI option specs. Most of the newly added ones are added to a (new) "skip list," as we are either intentionally not implementing them, or have not yet implemented the spec that they pertain to.
(This is an experiment to see how we might address running specs that we haven't yet implemented, or opt not to implement.)
