Related to CDRIVER-6174. Applies changes from mongodb/mongo-cxx-driver#1305 to avoid running packaging tasks on Evergreen patches triggered by GitHub PRs. I expect the failures causes more more noise than signal, and make it easier to miss a new failure in another task linked to a GitHub PR.
