Add translation tracker for stale and missing pages

Summary

• Identifies 6 new English settings pages missing translations in all 3 languages (es, fr, zh)
• Flags 11 pages per language with link changes that need updating
• Excludes 12 pages with English-only style fixes (future tense, punctuation) that don't require translation

The tracker categorizes pages into:

1. Missing translations - New pages that need to be created
2. Out-of-sync translations - Existing translations with stale links
3. Excluded pages - Style-only changes that don't affect translations
