This was last shipped in RHEL 7 Optional.
This was last shipped in RHEL 9 ResilientStorage. https://access.redhat.com/articles/5090441
It is a BuildRequires for testing of bolt and other packages, but it has never been shipped.
These were only build dependencies and never shipped, and recent versions have been using bundled dependencies again rather than standalone ones.
