Weekly permissions sync that enables previously hidden IdentityNotifications.Read.All / IdentityNotifications.ReadWrite.All permissions, adds their full schema definitions, and registers a new hidden MS-BrandingMigration.ReadWrite.All permission entry.
Changes:

IdentityNotifications.Read.AllandIdentityNotifications.ReadWrite.Allentries in provisioningInfo.json (no longer hidden/disabled). - Add hidden
MS-BrandingMigration.ReadWrite.Allprovisioning entries (Application and DelegatedWork). - Add full
IdentityNotifications.Read.AllandIdentityNotifications.ReadWrite.Allpermission definitions (schemes, pathSets, owner) in permissions.json.
