  • Removed placeholder lines from md/03.FineTuning/FineTuning_Scenarios.md and 10 translation files:

I noticed that beyond the placeholder text issue, the Tools & Framework section might still benefit from some clarification particularly around the duplicated ONNX Runtime reference and overall consistency.

If you're open to it, I'd be happy to take a pass at refining the overall structure and consistency of the document.
