- chore: remove generate-icon-prompts script
- feat: add filtering and fix tools to scorecard
- feat: add AWS backplane identity conventions documentation and remove outdated building block instructions
- chore: migrate AI instructions from GitHub Copilot format to .agents/skills/
- feat: add no_documentation scorecard check
and associated workflow for missing logos. this is now backed by the scorecard instead
This helps us maintain high standards for building blocks in the hub by making it easier to identify and fix violations of our conventions using agents.

…skills/ Converts .github/instructions/*.instructions.md to .agents/skills/*.md, replacing the Copilot-proprietary `applyTo` frontmatter with standard `description` fields. Updates all references in AGENTS.md and scorecard.mjs. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
