laptop-suspend-inhibitor@carsongfromjpt: Toggles suspension on lid close, pull request adds this new applet

Laptop Suspend Inhibitor (laptop-suspend-inhibitor@carsongfromjpt) is a Cinnamon panel applet that, when clicked, disables/re-enables suspension when the lid is closed. Useful for quickly toggling suspension to switch between saving power and listening to music with the lid closed. Pull request adds this applet.
