This change enables distributions downstream of linux-surface to enable the DTX services OOTB without the need for repackaging or 'sketchy' enable scripts. For example, Ultramarine Linux (we have gone the repackaging/adding a .preset file route).
Note, this does not automatically enable these services, but rather checks against the distribution-defined .preset file (runs
systemctl preset), and if the .preset file defines these services as enabled, the services will be enabled upon package install/upgrade.
