Comments in block/blk-iocost.c incorrectly refer to
CONFIG_TRACE_POINTS instead of CONFIG_TRACEPOINTS. Correct them.

Discovered while searching for CONFIG_* symbols referenced in code but
not defined in any Kconfig file.
