This change migrates bundler from v2 to v4.
Actually there was very little to do. The main change is that checksums are now included.
Since bundler itself is not managed by renovate yet, this change addresses this by adding it to the Gemfile.
Also, starting from bundler v4.0.13, a cooldown feature has been introduced, essentially a minimum release age! As a supply chain attack mitigation, let’s enable that as well.
