networking: add peer module

🗒️ Description

I've removed the support/ folder in networking/ for now in order to simplify things and avoid confusion between what is support/ and what is spec? why some stuffs are support/ and not spec and these kind of questions. But une fois qu'on y voit un peu plus clair, we can go back to this with a more robust model.
