Part 6 of fixing #166
(Breaking apart #3449)

(I have intentionally not prefixed with fixes until the final geometry, i.e. circle, as I do not want to close the issue until all have been completed)

Is this a breaking change?

No, it is adding a new type without changing or modifying existing types or features.

CI should be fixed if you rebase.

* Let `Swatinem/rust-cache` generate cache keys
For some reason the `cargo +beta clippy` step is failing because `libsqlite3-sys` starts requiring Glibc >= 2.39 but I don't have time to figure out why and I can't reproduce it in a clean environment.
