why do we have this? @baltoiteodor has this PR in IAC https://github.com/lacework-dev/soluble-cli/pull/457 to add a new hidden command which is to be used to determine if iac should run in if there are modified IAC files. Why are we duplicating effort?

Only run the IaC scanner when the PR are touching IaC files.
Tested here with a PR touching IaC files and here with a PR without IaC files.
