Adds an `ftplugin` for folks to use in their Neovim config by implementing the base `.vimrc` file in Lua format.
Adds some simple instructions for the user to add the `ftplugin` to their Neovim config, following the existing README's format.

This adds an
ftpluginoption so that this tool can be used natively in Neovim.Changes

Really like this config, but use Neovim as my editor and thought I'd share the translation of it, no harm if this is rejected.
