Motivation

• Capture the strategic rationale behind the project by adding a dedicated essay that explains why repository-native AI (Minimum Intelligence) matters for governance, memory, and auditability.
• Provide a companion piece to the existing QUESTION-* essays so readers can find a focused explanation of the project’s intent and assumptions in-repo.

Description

• Add a new documentation file QUESTION-WHY.md containing a 174-line essay that explains the architectural and organizational reasons for keeping AI behavior, memory, and identity in the repository.
• Commit the new file to the current branch with the message Add detailed WHY essay for repository-native intelligence.

Testing

• Verified the file was created and staged using git status --short and wc -l QUESTION-WHY.md, which reported the file and its line count. (succeeded)
• Confirmed the commit via git show --stat --oneline HEAD to ensure the file was added and the repository status is clean. (succeeded)
