- Add +draft/unreact tag to reaction spec
- Retify reply spec
- Ratify websocket and require servers to support both text and binary
- Add INVALID_REFTAG and UNKNOWN_TYPE FAIL codes to client-batch spec
- Loosen RPL_WHOISKEYVALUE filtering requirement from metadata
- Clarify multiline max-lines
