Added Take Ownership option to source control menu

Resolves #926

Testing plan:

• make an edit to a data transformation in the portal
• log in as a separate user. open the same data transformation and open the source control menu. I should see a menu item saying "Take ownership of changes to file"
• Click the button. I should see a confirmation dialog.
• Click Okay. I should now be able to edit the data transformation.
• Log back in as the original user. I should no longer be able to edit the data transformation.
